Technically it's not the same offence.

Barnsley played a player that they recalled from a loan and played in their replay with Horsham but that wasn't eligible to play in the original tie.

Forest Green played a loan player in both ties with Scarborough without permission from parent club.

Both rules carry different punishment hence the different outcomes. The fact both have happened in the same season is purely coincidental.
