' Introduce a new rule that you have to pay bi-monthly and failure to do so means you get deducted all the points you gain in that two months. Any repeat offence and you are automatically relegated at the end if the season . A third offence and you are thrown out of the FA altogether.

Businesses think they can earn a bit of interest by hanging onto their cash for an extra few weeks. If HMRC charged a prohibitive interest rate on overdue payments businesses would soon learn to pay their tax on time.
