I understand that this means games can be sold as a pay per view option - so its the monetization of steaming that is possible - obviously with time embargoes - say for example no streaming available during 3 - 5 pm on Saturdays. Full disclosure is needed.
The devil will be in the detail however.
Maybe only matches which are sold out games or teams with near capacity or capacity attendances will choose to avail themselves of the streaming option.

According to the Derbyshire Times the National League are having meaningful talks with the EFL regarding 3 up 3 down from next season.

Whether this is true or not I don't know but it comes from a paper that actively sponsors Chesterfield who are,let's face it,playing for 3rd place.

That's the key, if this is true - not Chestefield, specifically, but the fact that three promotion places gives EFL clubs a 50% better chance of getting back up. With the number of clubs that have been relegated recently - and especialy the number struggling to get back up - the reality of the NL 'graveyard' is beginning to sink in. There are currently 9 ex-EFL clubs in the NL (not counting FC Halifax). If you do count Halifax, and Barnet, Yeovil and D&R, that goes up to 13 - more than half of the NL. And some of them have been stuck down here (or below) a long time: Halifax 21 seasons Wrexham 15 Darlington 13 Chester 14 Hereford 11 Aldershot 10 Torquay 9 D&R 7 York 7 Chesterfield 5 Barnet 5 Notts County 5 Yeovil 4

I didn't exactly forget us, I chose to leave us out! Although we are ex-FL, we didn't get relegated to the NL.

Will people not bother turning up and watch from home? On a Tuesdsy night maybe but cannot show live games on Saturday at 3pm. I cab see clubs like Wrexham and Notts Co shifting kick off times to 12.30 or Friday nights and the keague need to be strong and say no.
