The Key point being:
Area 4 - England lags behind in the quantity and quality of affordable grassroots facilities, particularly in the provision of all-weather pitches:
In 2013, another survey of coaches by the Football Foundation18 into the benefits of artificial pitches found overwhelming agreement that ‘player skill levels improved due to artificial grass pitches’, and that 62% of players would prefer to train on these surfaces, compared to 7% who preferred grass.
